Lloyd George was appointed to the newly-created role of minister of munitions following the Shell Crisis in 1915.  In June 1916 he became Minister of War, and Prime Minister on Dec 6th 1916. He was generally in favour of actions away from the Western Front, and pushed for the convoy system against navy opposition.
