Taken as a prisoner of war after being wounded, Herbert was a son of the 4th Earl of Carnarvon, and a volunteer captain in the Irish Guards. He was also for a time, later, in the Diplomatic Service. At the outbreak of war he was a Member of Parliament for South Somerset.
